Boston Jobs Policy is adopted.

September 11, 1979

Proposed by Chuck Turner and others, the executive order is passed by the Boston City Council and signed by Mayor Kevin White. It sets hiring goals for construction jobs of 50% residents, 25% minorities, and 10% women on all major publicly-supported development projects in Boston. The ordinance is struck down by the Massachusetts Supreme Judicial Court in 1982 [8/28/1981], but upheld by the Supreme Court on April 30, 1983. It is updated on October 14, 1983 (2/28/1983), then expanded to cover major private development projects in the city and signed by Mayor Ray Flynn on July 12, 1985. The Boston Employment Commission is established to monitor compliance with the ordinance on July 30, 1986, and the hiring goals subsequently increased to 51%, 40%, and 12%.
